SNAPI – Smart Cards Enabling Personalisation of Terminals
Geoff Doggett, Suffolk e-Services Card Manager, Suffolk County Council, Dr. Antoinette Fennell, Human Factors Scientist, RNIB, and Shaun Topham, eInclusion
The SNAPI (Special Needs API) project is a collaboration between RNIB, Suffolk and the Black Country to develop a standardised method of coding a smart card with preferences which can automatically customise a terminal (eg cash machine, ticket machine or public access PC). Removal of the card automatically returns the terminal to the original state.
The project is based on a new European standard EN1332-4 published by Dr. John Gill (RNIB). The project has produced an API standard interface for use by any software developer to enable their product to call specific accessibility attributes from the card. It is envisaged that adherence to this open standard will maintain interoperability and allow wide uptake by service providers.
The project is a key enabler to allow quicker and simpler access to IT systems and has attracted the interest of local authorities, the Home Office and banks. Simple biometrics to assist authentication are addressed in the paper.
The processes needed to code the card, how the user establishes their preferences and partnerships with existing smart card schemes will be addressed. A live demonstration will be given during the presentation.
Objectives of presentation
- To inform current status of smart card schemes in local authorities.
- To outline how a smart card can be coded with personalisation data enabling self-service at public access terminals.
- To demonstrate a typical application for use in public libraries or internet cafes.
Outcomes for audience
- Understanding of smart media potential to improve access to terminals.
- Understanding of personalisation and customisation workflow.
- List of possible applications in daily life.
- Understanding of a solution to authentication for citizens needing to use government services.
- Challenge to partner with local authorities and central government departments to carry personalisations on new and existing smart card schemes.
